I read that his hamming it up was just what the director wanted.
It made a good counterbalance to Sellers' subdued role as president.

One of my all-time favorites; will never understand why Sellers didn't win an Oscar for this triumphant performance.  A lot of people have differing opinions on George C. Scott's performance, everything from 'excellent' to 'hopeless overacting'...I thought he hammed it up, but for a hammy performance, it was very good.  Slim Pickens was sublime...
